Fog light removal/replacement

I have a 2016 Nissan Maxima s and it looks like one of my fog lights on the passenger side has fell back into the bumper I don't know how but what's the best way to get at this to either fix it or replace it do I need to take the whole bumper off what's going on?

Follow up.

So this really is a pain in the *** to get to the fog lights cannot be accessed from the top at all so I took the tire off and part of that wheel well cover and then even took one half of the bumper and pulled it off its brackets just on the one corner then I was able to pull it out enough to see down where the fog light was and see that it wasn't attached to its brackets then I was able to reach it reattach it and then put everything back together
