I measured my stock 5 spoke SE rims this morning and I was surprised to measure 17" in diameter from edge to edge. Is this because of the design of the lip?

 

I don't think it's a lip measurement. If you pick up the rim (without a tire on it) using both hands holding the inside part (where the air would be if there was a tire and it was inflated), that's the circumference you should measure.
