brand new headlights

hey what's up, been reading the boards for a while now and i have a question. I'm going to be cleaning my 98 SE this week, a show room clean. One problem has arrised though, my headlights. I want them to look brand new, right now they look hazy and not shiny, i want them to look real shiny. I can't tell if the haze is on the inside or outside, i tried windex on the outside and didn't seem to help at all. Is it safe to open up the housing and clean the inside? if so, how do i go about doing this, are there instructions on how to safely disassemble the housing? or is it most likely on the outisde and i need a tougher product to clean them with? if that is the case, what do you guys suggest? i really would like to get these things looking brand new again! well i hope i didn't bore anyone with my rambling

Steel Wool. Fine grit. Outside of lamps.

Guarantee it will look fantastic.

the stock headlights are sealed pretty tight, the dull appearance of your headlights is most likely due to little dust particales hiting it at high speeds, which kinda get "implanted" into the plastic - so i dont think opening them up would be necessary - the steel wool pads should do the trick, as triax suggested
