Anyone have done this before? - Rack and pinion

My 92SE steering system seems to be needed some adjustment on the rack and pinion.

When I turn the steering wheel from the center to either right or left. The wheels actually don't start to turn until I have made about a 30 degree turn on the steering wheel. I had this problem before on my other car and the cure was to adjust the nut at the rack and pinion (the location where the steering column joins the rack). I think there is a special tool we need to loosen the large nut then tighten the center bolt. Then tighten the large nut again.

I don't have this tool and I wonder if this will be expensive to buy. Or better leave the job for the dealer (since I don't think a general garrage has the right tool) ?

how are your steering rack bushing?
