I'm just curious. I was looking through a R&T and a Tire Rack ad featured winter setups. Do they end up putting their winter inventory on sale after the season? Do other places do anything like this?

Sure, but the popular sizes will be most likely sold out. I settled for one size wider January last year because the size I wanted was already sold out. I cannot imagine what sizes would still be available in March/April.

Yes, generally end of march is the best. Depends on your snow season. As said above you may have to settle for a differnet size as they are generally clearing out overstock.
