you dont need many mods to beat him!
stock legend coupes run 15.7-15.9
he shouldn't be a problem

He's got about 40 more horses than you but you both got the same amount of torque. With the mods you're stating it'll be a close race, a y pipe will give you 10-15HP, a CAI 3-5, a Cat. Convertor 1 HP if you're lucky, not sure about your muffler, and ground wires though. Make sure you brake torque to about 3000RPMS or so, and I'm just curious how much money are you racing for. You sure his Legend is just stock???

horsepower means less than 1/4 times..
you should beat him.. dont expect more than 1-2 car's length

You better be careful with this race. Those cars are NOT slow. You need to do some SERIOUS reseach about his car. Cause I did some quick research and found out his 94 Legend LS runs anywhere from 15.4 to 15.8.
Now, I've seen many different VQ Autos run at the track. I've seen one with CAI and Ypipe only get a 16.1 out of it. I doubt his engine's maintenance. I'd say you can run as quick as 15.60. More than likely you will only run 15.80s with those rims. Just guessing.
Now, if you tell me exactly what track you'll be racing at, then I can tell you what time you need to expect to run. Also, tell me what temperature you'll be racing in. If you're racing in hot temps, then you'll be VERY lucky to break into the 15s. Hopefully, so will he.
Personally, I would be VERY careful about this race. $500 is a lot to lose. But, $500 is not that much to win. Make absolutely certain he is stock. Know what you're getting into.
Have you ever raced at the track before? What times have you run? Do you know how to cut a good light? Has he ever raced at the track before? Can he cut good lights? What I mean by good lights is .520s or so. If he cuts a .550 and you cut a .650, he has that ONE tenth advantage on you and the race is basically over before it starts.
All it takes is for him to cut a decent light and he will EASILY win the race. The race is won at the light and in the first 60 feet. Know how to cut a good cut before you race. Know your CAR before you race. It's a lot to lose. I wouldn't do it. Tell him you'll race for a dollar. If he says your chicken, SO FREAKING WHAT! Race for fun!
