I just recently had my AC recharged after I changed the heater core, and everything charged all right, but the relay inside the control unit wasn't wired in properly, so it wasn't working... My vents won't shut off either, and I'm thinking it's the control unit as well.
You may want to take it apart and check for loose/bad connections inside it.
I would on mine, if I didn't have the damn cable superglued in place...
