Windshield Wiper Linkage

A few days ago when it was really icy, someone moved my car to get their car out and i guess they turned on teh windshield wipers which were frozen to the windshield. so fast forward to later on in the day, the ice had melted and it was pretty much water on the car so i turned on teh wipers to clear off the windshield and watch them move about 2 inches from starting position and drop back down. i tried to use them again and this time they just stayed put, i could hear a noise from the dash or engine bay which i presumed to be the motor running but the wipers weren't moving.
i can move both wipers just using my hand.
i searched for a fix for this and found a few threads but nothing really goes into detail.
the steps i do know are:
1. Remove both wipers by taking out the bolt holding them
2. remove the screw in the middle of the cowl (i assume this is the vent by the wipers, but from just looking in the vent i don't remember seeing a screw )
3. ????

so anyone care to give me a detailed fix?
Break it down, Barney style
Thanks

#1. buy an FSM.
#2. Start reading.
#3. This job is easy enough, you shouldn't have to use a book to take that stuff apart. FSM probably won't help you.

just fixed them same problem

someone (me) didn't clear al the ice from my windsheild either!

easy job- just fixed it last nite

remove the wiper arms, remove the black plastic panel below (pop open the screw covers and unscrew center screw, pop out the 4 other pins. next pry upward on the front edge of this plastic panel to pop rubber seal strip off)
now you can see the linkage. pop the ball joint back together at the center linkage.

If the ball joint is still ok then you might be able to just pop it back on. Otherwise, if yours was worn out enough, you'll need a new linkage.
I had this problem last year:
