Air/Fuel Gauge

Alright, so I got one of these for cheap, hooked it up, and this thing really sucks. I was aware that it did alot of dancing but this is rediculous. The only times it wil stay on a value is when I've just started the car and the o2 sensor is still warming up and when I've got the pedal floored.

Other than that, there is no rest for the needle. Now, my question is this: I knew the thing was going to be vague which is why I didn't pay much, but isn't it supposed to center on a value, dance around and come back? I've already had reason to suspect my (possibly original) o2 sensor as being bad, so this might just be some confirmation.
