89 maxima high idle?

My maxima idles between 1500 & 2000. IF I turn it off it floods and wont restart unless I pull the fuel pump fuse. It only seems to act this way when it is cold or rainy. Is this a sign of a faulty o2 sensor? Any ideas? Let me know. Michael
