Fuse box problem

I let my daughter take my 93 GLE off to college. She call me the other day and told me that the dash board lights only worked when she stepped on the brake. Brake lights work OK. In her attempt to repair this problem she opened the fuse box and found a fuse that was blown. She tryed to replace it but said that one of the clips that holds the fuse into the housing was missing. My guess here is that she ripped this out when trying to remove the bad fuse. Looks like I will be making a trip to see her this weekend.

Question? Is this a simple repair or does the entire fuse pannel need to be replaced. Also what do you think about the dash lights not working unless the brake is applied.
