rip in cai boot

was dinkin around with my car and I noticed that the boot that connects to the throttle body to the cai was extremely ripped. Wouldn't be able to tell unless you looked at it closed and pushed on it a little bit. Would having an intake leak right at the throttle body from the intake cause any problems like lower gas mileage? Also any tips on how to put my next rubber boot onto the throttle body so it doesn't rip? I noticed the boots are for 3" but the throttle body is like 2" or so...so that when you tighten the boot around it, it scrunches the boot together over time causing it to rip like my old one.
Thanks

I got a extra boot lying around on my spare engine if you would like it...? Whatever the shipping is from NY unless you have a junkyard or somewhere you can pick it up from.

i just took off the part that goes into the fender to get the cold air and made it a short ram...just during the rainy season. so I used one of those boots....thinking I should wrap it in duck tape good before I tighten it to the throttle body. I hope I see a few mpg increase because about 1/3 of the boot was ripped, allowing air to be sucked directly in at the throttle body
