Performance upgrades

So i was wondering if people could help me out on this...
I am trying to figure out/find the best engine type performance parts for the money. I know cars are expensive and so are parts, but i dont want to spend outragiously large amounts of money to make my car run even better.
SO i am curious what are the best upgrades to start with first, i already have a new high flow air filter, but after that im lost...

U get already cold air always. Only while idling the air under hood is hot, over city speeds temps under da hood are always same as anywhere...

Expensive but gives good gains. JWT is the only one proven to increase HP, and its around $600.

What about like headers, does that make any difference at all, and will headers make your exhaust any louder, or does that only come in at the muffler?

currently there are only Pacesetter headers for the VG, and they aren't worth a lick...
I am going to make some for the VE, and then I will investigate the possibility of making them for the VG.

lol, funny story about that. I was driving my car with a test pipe and catback minus the muffler, only drove it around the block but passed a cop. I thought I was screwed for sure.

For performance, y-pipe and underdrive pulley to start out with. Then a mid-pipe/pop charger.
