Hesitation Problems on a 92 Max

Its bone stock and I have had it for a while now. About 109k. Im not sure if it had its 60k tune up, but anyway. This is the problem that I keep having, I have posted before with no luck, perhaps someone can help now?

When I drive the car hard for a short ammount of time and then return to normal driving and then try to drive hard again it seems to have a hesitaion problem around 3k RPM and above. It seems almost to stutter. If I get out and unscrew the gas cap or let the car sit for a while, it returns to its usual punchy self. When I unscrew the gas cap there is a good amount of pressure coming out of the tank, not sure if this is normal or not on the Max. Someone said that I need new spark plugs and wires, would this help? Also, I will be having an oil change done on Friday, what/if anything, should I have worked on to increse performance with out buying new parts?
