What is this plug for?

I was working on my car and i saw this plug, this isnt my car, its Matt's but i saw this picture and it saves me the trouble of taking a picture. So if someone can tell me what it is for that would be great.

consult is a form of OBDI
OBDI lacked standardized DTCs and connectors so everybody had theit own shtick

If you plug the magic control module in there you will get an extra 20WHP!
