1. yes it can be rebuilt.
2. brains and tools
3. sure there is, but unless you know what you are doing I on't recommend attempting to rebuild it yourself

the cheapest price I found for a rack is 150 at autozone. The core deposit is something like 100 bucks.

Call Napa and Kragen also? Helps if you have a AAA card or know a friend with one, also some Kragens have a deal where if u come in before 10 am on friday u get 10% off.
I think its called 10 before 10. Get ur prices sorted, call in ahead and make sure they have one in stock and have them hold it for you, find a buddy with a truck..Find another with a AAA card, GET IT from him (or the numbers).
Rip ur rack out, call the buddy with the truck, get ur old rack in the truck and go to the store. Have them bring the new one out to the truck so you can match them up (saving u time and gas money). Then if all looks right tell em to take ur old one, pay for the new one, dodge the core charge cuz u just gave them ur old one and go home.
Install, test drive, drink and be merry.
Dont forget sometimes all you have to do is ask for a "good guy discount". This has worked numerous times for me. Just ask them, odds are they dont want to look like an *** so they will kick down some kind of discount. I just told a guy at 1 napa store that I worked at another napa. I got almost 50% off just by word of mouth. He didnt ask for proof, even tho I do work for napa he just took my word for it. Besides if they make u happy, u will remember them and come back in for other stuff.

All good advice, but why do you need a truck? The rack isn't that big, and can easily fit in the backseat of almost any car.

no leak on mine, its the rubber boots, cracked, torn, and the grease are probably washed out now by flood waters.
