Car engine sluggish and RPM dropped.

My engine's RPM flutuates when cold or warm; most noticeably when cold engine. Engine revolution dropped from 1000+ rpm to around 500+ rpm then immediately back up to 1000+ rmp. Engine loses power (NOT turn off) & felt sluggish during each rmp drop; even during accelleration the sluggishness was there. Problem seems to hang around for quite a while but mostly in city speed/rmp. All rotor, caps, and distributor wires are in good shape. What is the problem here? Please help.

how old are your plugs?

Also for a few bucks it never hurts to change your fuel filter... I eliminated alot of sluggishness (is that a word?) just by doing that.

That makes me suspect your Idle Air Control Valve. Might want to pull it off and clean it. Wouldn't hurt to do the same to your throttle body.
