Check for leaks in your cooling system. If the cooling system looses it's charge the heater core will not operate. The car can eventually over-heat if this is what the problem is. My stainless steel radiator hoses were loose one time allowing coolant to push out of the back of the coupling, thus creating a leak. I first noticed lack of heat from the heater and eventually the car over-heated. The heater core works off of the charge from the radiator. Your fan is working, so it sounds like it's just the core. We replaced the stainless hoses with stock rubber ones, re-pressurized the system and everything was fine. Justa possibility. Lotsa Luck!

It's possibly the freeze plugs in the block.. This is acommon problem in the older VGs. I know several 89 and 90 models that have had the freeze plugs rust through.
pull your timing belt cover off, and see if you can find anything there.. if not, check the back of the block for more- but that stuff's behing the tranny not much fun to get to. often the problem is with the ones near your water pump, so people will at first thing it's the water pump..
then again, it could be the water pump itself. they're usually only good for ~100k miles, so if youv'e got more than that, there's a good chance your pump could be failing on you.
