Can the AC belt and its tensioner pulley be removed with no bad side effects (ac is spent and with the approach of winter its not going to get recharged)?

Also, anyone with the factory service manual...what's the torque on the nut for the lowest tensioner? (not the ac or the timing belt one, its the one that has the sheet metal housing around half of it...power steering i *think*)
