Bumper Sticker removal

There was a bumper sticker on my car and when I removed it, it left a nice border that doesn't seem to come off. The border isn't the sticky stuff, like on the back of the sticker, but something else. I think it's a build up of dirt, but I don't know why the border's there. I read that goo gone and lighter fluid work on some adhesives. Would they work here?

Careful on the solvent! Ethanol will make paints and plastic craze. I use liquid car wax for removing sticky stuff. Clean the area will with car wash detergent. Dry. Liquid car wax soak, wipe off and repeat the two latter.
