Weird Noise comming from passenger side of car??

Recently we had a downpour down here, lots of rain within a few minutes. I never noticed this noise until after I went through puddles of water of at least 1 or 2 ft. It is definetely coming from the drivebelt area of the engine, havent had time to check it out though. I can hear it as I am driving. It sounds like something is wineing(sort of like a GM transmission if yall are familar with that type of sound) My only guess would be either its coming from the alternator or the idle pulley. I also noticed when I was going through the water that somtimes the belts would screech( make this squealing sound as I accelerate) then the car would feel sort of sluggish. The belts squeakd afterward, but only until they were dry. I dont know whats going on yet. Anyone experienced this? One problem after the next

Puddle, water, metal, rubber = squeak

Replace belts, or put it off until it squeals even with a hint of humidity in the air like I did

Well its not the squeaking im worried about, because it stopped after the belts dried. But its the whineing noise that concerns me. Its more like a powersteering type of whine, except its not as loud as if the resivior is empty, it has more of a low pitch, and I can hear it while driving. Gonna go get a mechanic to look at it today-hopefully its not the water pump. because im not loosing any coolant, and the powersteering fluid supply is full.

well, still havent found out whats going on yet even after taking it to 2 mechanics. Its some type of winey noise, not loud, but I can hear it while driveing with the passenger side window down. No one seems to know or hear what I am describing. One mechanic said something about the rack and pinion needed to be replaced, so I left the shop! Another guy said (what noise) and said ohh your tire has a bump in it. Then He still didnt hear the noise!

Take one accessory belt off at a time and see which one makes it stop.

its sounding like one of my idle pulleys, Ive noticed a recent spike in idle speed, not too much, but enough to notice whenever I put the car in park or im stopped at a light. I will see if swapping them out will eliminate the noise.

update: Seems it was coming from the top idle pulley near the A/C compressor. I swapped it out with one from the junkyard off of a VE engine, and the noise seems to have gone away for the moment. I will take it on a spin and see if its eliminated completely.

Well that didnt do it, it still makes the wine sound. How can I take each accessory belt off and run the engine at the same time? trying to figure this out?
