Front seat belts question

Do the front seat belts (Shoulder and belt, driver and passenger) of a 93 SE have an inertia reel mechanism? Because when I pull my belts fast, it doesn't lock.

Affirmative. It's normal for them not to lock while the car is standing still, even if you yank on them.
