have you tried:

putting it in P - then trying to turn on the engine

putting it in N - then trying to turn on the engine

Do you have an automatic? If so,

The switch is on the transmission, if it's bad you'll have to jump the connector on the harness side. You can use a spade-type connector like that goes on the end of a wire and then you slide into one of those screw-down connection points on like an amplifire. The spade connector looks like a fork. I can't explain which harness it is exactly, however, so it's gonna be hard to tell you what to do. I can get the wire colors off my car.

What you'd have to do is unplug the harness from the transmission, jump the wires on the harness, start the car. Un-jump it, plug it back in, then drive it.

This is assuming the inhibitor switch on the automatic is the problem.

it's on your shifter, underneath the covers for the center console. how to bypass it is up to you. shouldn't be too hard to figure out though.

so where is this harness??? what are the wire colors i think that the switch under the shifter is for the key lock. Im pretty good at wiring( i used to install stereos) so if someone can tell me where the harness is and the wire colors then i should be able to get the rest BTW its a 1989 auto
