how hard is it to the pull the steering wheel?

 

Torque bits are needed and becareful with the airbag

 

does the air bag come with it?

 

doubt it.

 

Disconnect both connectors to the battery just to be on the overly cautious side. You will also need T50 tamper socket, and some Meguiars cleaner (for da shiny)

you must remove the airbag simple-simple to do so
once removed there is a 19mm bolt holding the wheel itself, takes a total of 15 or less, no airbag sorry

 

That is pretty clean, and super hard to find in that condition.

Yes, but I'm pretty sure you'd need to buy an airbag from a 97-99 to match.
