No front license plate on my Max... no holes for it, either - is that standard/legal?

No front license plate on my Max... no holes for it, either - is that standard/legal?
I have a '98 Maxima, and it has no front license plate holder. It also does not have any holes in the front bumper, so apparently there was never one on there. Was that pretty standard on a Maxima - to have no front license plate holder, so you have to go and drill into your bumper yourself?
Does anyone in Colorado know if it is legal to display only the rear license plate, or do I have to also display the front plate? I did a forum search, but there was nobody from Colorado, and also everything I found was from people that had fiberglass body kits. I just have the stock bumper... should I be OK to drill into that?
I'm asking because my temporary plated from the dealer expire on the 18th so I'll have to get my plates soon, and I need to know if I am going to have to drill into my Maxima. If I do have to, I hope I get it centered and straight on there.

I don't know the laws in CO, but it looks much better without.
For a 98, there is a mounting point in bumper.
It's located in the small gap in the bumber, it's a black block set back a little, in the center of the bumper. That is where the bracket screws into, not the colored part of the bumper.
Confused? I think I confused myself.
Just get on your knees and look head on at your bumper, it will make sense.

I'm in NJ and their car laws really suck. No front tint, and in this case, front plate required.
As for your state, just drive around for a few minutes and if everyone has front license plates they're probably required.
