2-in-1...Installed FSTB & MPG Question

installed ebay FSTB today. no fitment problems or anything. great for $30 bucks. used the torque wrench set to 30-35 ft-lbs (didn't feel that tight to me).
Now the question: i seem to be getting only about 300 miles per tank driving in the city mostly on my 5-speed. the car has only 53K, i use 93, and i already cleaned fuel system, replaced fuel filter, air filter, spark plugs, checked tire pressure. the car is stock except for y-pipe, and no fault codes on ECU, and i shift at around 2K RMP what might be the problem?
