Strange stock shift boot placement

I should probably get a picture of this, but I'll try to explain. My 5sp maxima has a stock leather boot and stock shift ****. The **** is screwed down all the way (I can't even budge it, must be the factory glue) and there is about an inch of the black metal rod before the leather boot is attatched. It looks like there is enough slack for the boot to be attached directly below the **** though. Is my setup normal for these cars? I always thought that the boot went right up to the **** so you couldn't see any metal. Any ideas why it's like this?
Thanks.

try pushing the boot up to the ****, there is a rubber stopper that keeps it up.

I felt this "stopper" at the top of the boot and at the front (facing the dash) there is something sticking out about 1/3 of an inch, maybe a metal screw? it doesnt poke through the boot though. the stopper doesnt seem to want to budge.

that bulge you feel is there to prevent the boot from sliding all the way down. To make the boot stay up you have to take off that whole plastic cover so you can either tape or ziptie the boot so it will stay up against the ****, then snap the cover back on and there you go.
