Clockspring......Cruise Control

Ok, here is my question does anyone know where the clock spring is on a '99. I know it is in the steering column but I just don't know how to get to it. I had my '99 in the shop and had them check out why my cruise control goes off when I turn on the turn signal. The mechanic said it was going to be $500 to fix and replace the clock spring which was causing the problem. So, now I was wondering if I can get another clock spring from a junkyard and replace it myself. Anyone with a factory service manual want to help with this one?

P.S. The haynes manual doesn't list anything about the clock spring.
