It was raining all day yesterday, and stopped around 6. Around 10 or 11 I was in my car and I rolled the passenger side window down, then up and the outer surface got wet. I rolled the drivers window down and the outer surface also got, although not nearly as much. Is this normal or might I have a leak somewhere?

Yes, very normal. There isn't a total seal around the window.

Water get in the door but it should have drains to run out the bottom. Haven't looked for them on the '96 but every other car I have owned did =)
