Do brake calipers fail?

Do brake calipers fail?
I was at the dealership today and talked to the sales rep(he's always really good and honest to me)about the brake problems I've been having. Basically, when I release the brake pedal, the brakes squeel for a bit(sometimes a lot longer) like the caliper is not completely releasing. He tells me that they are frozen and that aftermarket calipers with pads installed in them would cost $260 a piece.
My question is, how many people have had this happen? I own a '95 max and the previous brake job was done at a domestic only shop and they did a horrible job. So, was it possible that they screwed the brakes that much that requires new calipers? Any insite would be great. Thanks.

The right rear caliper on my old 97 failed a few weeks ago (now my Mom's car). The piston had gotten out too far and cocked, so it wouldn't retract. Wore the pad to the backing and warped the rotor.
Was able to fix it for nuttin. Just the cost of the new rotor and pads. Its pretty simple to re-build a caliper.

Hmm...yeah, they can fail, but $260/piece for a loaded caliper sounds very steep.
Is this the front or the rear brakes?
