I've noticed that when I was w/ my brother a while back his front brakes were grinding every time he stopped and I know this is something to be fixed asap when I get the max back from him, besides a new set of pads would I also need rotors? I can't tell at this point what damage he did

 

Take the rotors to a shop and see if they can resurface them. If they are beyond resurfacing then buy new ones. You'll save $$ that way.
