Even when I was an ECU screw virgin it only took me 10 seconds to hit it and screw it.
Use a jewler's philips screwdriver and it's as easy as done.

Yeah, 99 ECU screws are VERY different from other 4th gens. Go at it with your smallest phillips head screwdriver.
