I Had A 3rd Gen. That Did That. And I Would Just Flick The Hi-beam Twice And It Was Fine, But That Wouldn't Work With My 4th Gen. Please Help.the Last Thing I Need Is To Get Pulled By The Police.

Check your fuses, and if it is, there should be a spare in the box near the puller. If it was the fuse, then you might have a short somewhere so check the wiring as well.

Both bulbs at once strikes me as fuse or something electrical, because usually headlights dont blow up in pairs unless something else occurred like a surge.
Disco, good point...BUT, there is only 2 fuses for the headlights and it does not differentiate between, HI/LOW just left and right. I'm betting that he has aftermarket bulbs, that BLEW...no biggie, easiest thing for him to do is get a new bulb and test both sides...or remove the old ones and look at the filament to see if its blown.
if it aint the bulb go to autozone and get a fuse/fuses for it. I spent over $170 for HID bulbs. turns out my green fuse was broken
