Parking lever problem

Parking lever problem

Does anyone know why after I put the car in Park, the lever is sometimes extremely hard to move to the any of the other gears and I hear a "grating" sound....sometimes it works perfectly with no effort needed. This happens with the engine off as well as on.
I have a 96SE with 45K

Pull your e-brake before you put the car into park when parking on inclines and problem fixed.

I tried that (using the e-brake) but it does not always work. It happens even if I am on level ground.
