Weird sound during cold starts

When I start my car when its cold outside, or hasnt run in a while I get a strange winding (sounds like the starter is being held too long...even though it's not)..sound coming from the engine bay, just for maybe a second... I changed the accessory belts this week because they needed to be changed anyway, and thought maybe it was the belts. I was wrong, and it is still doing it.. anyone have any idea what this is?

I think it is the starter sticking, mine does that too, but its only when its cold. When I take the car in for service I am gonna get it checked out.
