1995 engine in 1997 car

are the 1995 engines OBD II? would i be able to throw one in my 1997?
or does it not even matter as long as i use the ECU from my 1997?

it's illegal to have an engine older than the car, don't do it (even though nobody would likely notice)
OBDII also important
