what the heck does this mean? CEL came on, and got this of the decoder.

Front Left Htd 02 sensor heater (what is this one? i couldn't find out what it was)
i remember seeing a harness on my ypipe and it seemed to be damaged. can that be why im getting this code? if so, how much is that harnes?
