'95 with 180k

odometer is stuck 99% of the time.
every once in a while it may turn for a few miles but not much.
both odometer and tripometer don't move.

any fix available without replacing it? everything else works fine (tach/speed/etc)
is it a malfunction with it turning or with what tells it to turn?
