Random vibration at high speeds

Random vibration at high speeds
My steering vibrates at high speeds but only sometimes...it's like it's affected by the road so I'm thinking suspension. I have a Progress+AGX setup. I had the front wheels speed balanced but I didn't do the rear wheels..could the rear wheels cause random steering vibration? Suggestions are welcome. Thanks

It happens on the freeway and my 95SE doesn't shake on the same road. Just had the car aligned and balanced and I used a torque wrench on the bolts with the torque specs from the Haynes.
I'm seriously considering going back to the stock springs to see if the problems goes away but one of my front springs is stretched due riding for a year on a blown shock. Thanks anyway.
