undercarriage problem

ok im guessing its called undercarriage but after my new front bumper was installed...the undercarriage in the front is kind of loose and now it hangs down and everynow and then i can hear it as im rolling down the street..so what im asking is..is it necessary to have it there? can i just trim it to where it doesnt hang so low or do i HAVE to figure out a way for it to be there...cuz i cant really find anywhere else to put it and im guessing there was a place on the stock bumper that wasnt on the aftermarket one
