Should the car be on or off when you bleed the brakes?

Should the car be on or off when you bleed the brakes?
when you pump the pedal to bleed the lines does the car need to be off, i thought it needs to be running.

I never read anything saying the engine CAN'T be running. Why would you have it running though? Seems like an extra step and a waste of fuel.

Yeah. Why would anybody start the car while they're trying to bleed the brakes? The PB isn't necessary when the bleeder is open.
