How to access/adjust steering rack?

I'm considering the steering pinion readjustment (in the FSM, and TSB 00-037B) since my steering rack moves so freely.

The fix is to loosen a locknut under the pinion, adjust the tension nut, and retighten. Problem is these nut faces the rear of the car and is blocked by the crossmember.

Can I remove the rack bracket to give the rack some movement to work behind it?

Must the rack be removed? If so, is it really true that it will require a front end alignment if I pop the tie rod ends?

Where do I get a socket to loosen the locknut? (it's an SST)
