Heated Seat Switch Connection

I just got leather seats with the switches. I have a 1996 SE which obviously did not have the leather/heated seats. I have the service manual and I see where I connect three of the 4 wires, but I am not sure what to do with the white wire. The manual says it goes to one of the fuse boxes, but I was wondering if I can splice it into one of the other wires that run nearby rather than running a wire to the box.
On another note, underneath each seat are a pair of blue and yellow wires inside of a black "tube". Does anyone know where these belong?

Both seats are power and they are already connected. All of the other harnesses are already connected. I didn't see any info on these wires in the manual.
