what would cause a not smooth drive at low speeds / wobbling almost feeling?

my car used to do it a while ago with my stock wheels that were all messed up, but when i got my newer wheels i didn't notice the feeling as much or at all really. but anyways, whenever i'm on a smooth road or an offramp and going real slow, like with the car just in drive and not even tapping the gas, the car feels like it's almost wobbling and not going smooth. i know my front wheels are still slightly out of balance because the place that mounted my tires scratched my rims and weren't able to get a great balance and i haven't fixed it yet. it's not too bad on the highway but it's enough to get annoying.

would unbalanced tires cause this feeling or would there be something else responsible? i'd imagine they don't help, but what else would cause that wobbling/not smooth driving feeling at very low rolling speeds?

Tire imbalance has no effect at low speed. Your tires may be out of round, though, which is not uncommon. If one of your tires has an internal belt separation it will definitely give a wobbly feel at low speed.

i know my front strut is blown, working on saving up so i can lower and get a nice riding new suspension. the tires should be fine and i had them checked out before and they said they had no problems. anything else to maybe keep in mind or check?
