That's the rear O2 sensor ground wire. You mean the one on one of the cat converter/y-pipe bolts right? There should be a smooth "bolt" in the bottom of the floor with a nut on it, that's where the other end goes. Having this ground cut cam cause the rear O2 to fail.

No its not the O2 wire that further down. This wire is right after the CAT closes to the front of the car. Then there's the hangers that hold up the exhaust the the wire is bolted right there

What did I say? When did I say it was a O2 wire? I said it was the O2 ground wire didn't I? You try to help someone out and this is what you get.

I appreciate the help Dave Sz and I didnt mean to get you upset. But the smooth "bolt" in the bottom that you mention already has a wire on it. That's how I know its not the 02 sensor ground wire.
But I appreciate the help.

I also found a wire hanging

Lately I have been having trouble with the Engine light coming on sending several codes: 02 sensors, knock sensor, speed sensor, engine running lean.
I have replaced 2 of the 02 sensors in the last month, so just as I was about
to lose my mind, I looked under my 97 and saw that same wire in the back hanging there. I reconnected it to the exhaust and now all of my 02 sensors
are working again (according to the OBD II reader) and the car drives and starts WAY BETTER. That stupid little wire seemed to affect my car a lot.

Its a ground strap but it shouldnt have much effect on the operation of the o2 sensors because the are grounded directly to the pcm and not to the exhaust. But to answer your question it doesnt need to go anywhere in particular to work it just needs to go to ground so you can just attatch it to the heatshield right above it
