Does cig lighetr provide power when engine off?

Curious here. My friend and i bought stupid glow in the dark skulls that plug into the lighter for our cars. He's got a dodge durango and i've got a 95 maxima. When power goes off his stays lit and mine turns off (which i think is a good thing). So he's go to take the skull out of the lighter so his car battery wont drain and apparently I dont.

Anybody know the answer? It would seem no power drain possible in my car when ignition is off.

The lighter will not provide power when the ignition is off in the Maxima.

NOPE. Power goes off. Common in American vehicles for it to give power while off. MOst imports don't

Even the accessory power jack in the rear of the center console is off... dumb.
