The guy told me all the brake pads were pretty much gone and they wouldn't pass inspection, and that it would cost $250 to replace them all. I was gonna take it somewhere else for a second opinion, but one place was booked all day, and the other wouldn't pass me for my tint.

I know very little about this, so...

1) When I got my car inspected last year there was no mention of the pads being worn, now they're gone. Does that seem right, or do they wear out pretty often? I bought my car used from the dealer about 2 years ago, so I assume they were in good shape then.

2) What's a normal price, I don't know if $250 is high or what.

thanks for the help, sorry for the ignorance

Do it yourself, the info is in the How To sticky at the top. You can get rotors from AutoZone and pads are your choice. It would help if you told us your location. Check out the Regional section of the forums and ask a local person for opinions on where to get your car inspected

Never assume anything is working from a dealership. Especially the brakes. I have a friend that works in the incoming trade-ins check out. He always says the balk on replacing brake pads unless there is rotor damage. Depending on how worn your pads where when they where inspected last year, yes they could be totally gone by now.

if you do it yourself, you'll end up spending like $25 per set of pads. If you need all fours pads, you'll spend $50.
