wouldnt a dead/dying started just drag, but not click? clicking sounds like a battery or alternator problem.
I had a dying starter, and it dragged and took a while to crank, like I had no gas or something but eventually cranked after the 4th time or so.

Fuses don't tick more than once because if they do tick at all it's because it just blew. You may have a faulty relay.
You said it's blue... does it have a clear top you can look down into or is it solid blue ? If it has a clear top, it's a fuse, look into it and see if it's blown. If it is, replace it and hopefully it won't blow again and the car will start. If it does blow, there's a short that needs to be located.
If it's solid blue, you pulled out a relay, not a fuse. If this is the case, find another relay that looks just like it from a lesser needed system like ABS (just to test) and plug it in it's place. Then try and start the car. If it still doesn't start, it's not the relay. (I doubt two relays could both be dead).
Try and pinpoint the ticking. If the starter is ticking, a few taps with a small hammer might loosen it and get the car to start. If this works then you might try re-greasing your starter as stated in another thread or get a new one.
