E-brake problems

Hey all, i haven't been on here for a while due to my computer crashing. Last night i went to leave work after a decent bit of snow and freezing cold weather...i noticed my rear wheels were dragging. I pulled over and found my e-brake was frozen. After getting it towed home at 2am after waiting in the parking lot for 2 hours, i took my wheels off today and found my right rear cable was frozen as i had thought last night. I disconnected them for the time being. Does anyone know about how much new cables cost and if it's an easy DIY or how much it usually costs to get them installed?
