Heat only works when RPM is up?

The heat in my 95 GLE only seems wo work when the car is at at least 1500 RPMs. Otherwise, it will blow cold air in my face. The coolant level is up. Any help would be very greatly appreciated, seeing as I'm in New England. Thanks

Hmmm. Clogged heator core? Or maybe your water pump is going out. If the blades on the waterpump are all corroded, it won't pump water very well until you rev it higher.

Yeah, my water pump is already leaking a little bit of antifreeze.
